No pre install checks are not bogus it does many other relevant checks. If you really wan to find reason raise a case with Microsoft. The current log you posted has no information. It would require thorough investigation of logs. Well frankly I don't know the answer why the two components failed. Are you suggesting that those pre-install checks are bogus? (Soft/Hard) before installation is attempted. Besides, may I remind you that SQL Server setup does check for minimum requirements

Troubleshooting information for those features: Setup completed with required actions for features. To ADD the 2 components but a I got the same error. I then UNINSTALLED the 2 components successfully. All components succeeded except Client Tools SDK and Client Tools Backwards Compatibility.
